I just got an answer from ATF to my question of whether or not the new
classification of non-immigrant aliens as prohibited persons means that
you can no longer take a foreign visitor to a shooting range as your guest
for recreational target shooting.

According to ATF, "the issue of loaning a firearm for use at a firing
range, loans and rentals on range property are not regulated by the GCA
and other Federal firearms laws enforced by ATF.  (See 27 Code of Federal
Regulations, Section 178.97(b).)"
