No siree, he would have been quick to tell you it's the FCC's rules. Title 47 of the Code of Federal Regulations part 87 (Aircraft Services) Section 87.18 (Station license required) to be exact. As a courtesy FAA Inspectors will sometimes point that out to aircraft operators/owners if the license is missing. But they can't/won't take any action to enforce the FCC's rules. At least that's what we were taught in school. Nor did we ever ask a CFI applicant about the FCC's rules during flight checks either. At least that's what we were taught in school. > Well, y'all, here is what that ole 87.18 says: § 87.18 Station license required. (a) Except as noted in paragraph (b) of this section, stations in the aviation service must be licensed by the FCC either individually or by fleet. (b) An aircraft station is licensed by rule and does not need an individual license issued by the FCC if the aircraft station is not required by statute, treaty, or agreement to which the United States is signatory to carry a radio, and the aircraft station does not make international flights or communications. Even though an individual license is not required, an aircraft station licensed by rule must be operated in accordance with all applicable operating requirements, procedures, and technical specifications found in this part. But, by gosh, I just can't find where that ole thing says my airplane has to have a radio station license for domestic flight! Yes siree, it's that ole bugger the Ramp Inspection Handbook, or whatever it's rightly called, coming into play again. Bet it tells the inspector to look for charts, too.
